Experimental Law Variations

The Experimental Law Variations (ELV's) are being introduced on the 1st August 2008.

To assist clubs, the Referees Society are holding 5 meetings at venues round the County so that the implementation and impact of the ELV's can be explained in time for pre-season training. There will be presentations and video analysis at each meeting.

The meetings will last a couple of hours from 7pm to around 9.30pm and are open to anyone who wishes to attend (coaches, team captains, players etc etc).

Please note these meetings are to discuss the Adult Game only. Information regarding Under 19 variations and impact on child welfare etc will be sent round once received.

Assistant Referees

Assistant Referees can assist referees in any matter required when appointed by a match organiser.

This currently happens. Under the ELV, touch judge will be known as "assistant referees".

Posts and Flags around the field

The corner posts, and posts at corner of touch in goal and dead ball line, are no longer considered to be in touch in goal except when a ball is grounded against the post.

Under the ELV, a player can touch the corner post in the act of scoring and the try be awarded; this assumes that neither the ball or the player carrying the ball are in touch.

Lineout and Throw

When a defending player receives the ball outside the 22 metre line and passes, puts or takes the ball back inside the 22 by any means, the following can occur:-

  • If the ball is kicked directly into touch, the lineout is in line with where the ball was kicked
  • If a tackle, ruck or maul is subsequently formed and the ball is then kicked directly into touch, the lineout is where the ball crossed the touch line.

Under current Law, if the ball is passed back into the 22 and then kicked directly into touch, the lineout is in line with where the ball crossed the touch line.

A quick throw may be thrown in straight or towards the throwing team's own goal line.

Under current law the ball must be thrown in straight.

There is no restriction in the number of players who can participate in the lineout from either side (minimum of 2)

Under current Law, the team throwing in the ball determines the maximum number of players in the lineout.

The receiver in a lineout must stand 2 metres back from the lineout.

This is not stipulated under current law: the "receiver" is the player waiting to receive the ball from a lineout who must stand between the 5m and 15m lines.

The player who is in opposition to the player throwing in the ball may stand in the area between the 5 metre line and touch line but must be 2 metres away from the lineout.

Under current law the player standing in the area between the touch line and 5m may join the lineout as soon as the ball is thrown. This can still happen but this player must do so from a start point 2m from the lineout. He must remain onside as per current law.

Pre-gripping, lifting and using another team mate as a lever is allowed.

Under current law none of these actions is allowed. players may pr-grip a team mate providing they do not pre-grip below the shorts from behind and below the thighs from the front.

Maul

Players may defend a maul by pulling it down.

Current law states that " a player must not intentionally collapse a maul", which will remain the case. Under the ELV, a player can pull down a maul by pulling a player down from his/her shoulder to hips.

Remove reference in Law to head and shoulders not to be lower than hips.

Scrum

The offside line for players who are not in the scrum and are not the team's scrum half is 5 metres behind the hindmost foot of the scrum

Under current law players not in the scrum are offside if they are in front of the hindmost foot of a team mate bound to the scrum.

International Honours for Tynedale Youngsters

Tynedale's young half backs Rob Miller and Ross Samson have been honoured by their respective countries at Under 20 level.

Ross has played for Scotland in all five matches to date in the U20 Six Nations Championship whilst Rob started his first match last week against Scotland after appearing as a replacement against France in England's previous match.

The England v Scotland 'battle' played on Friday 7th March at Falkirk ended in a comfortable victory for the English with Rob and Ross lining up against one another from the start.

Scotland, still looking for their first victory, play Italy on Friday 14th March whilst unbeaten England will be looking for the 'Grand Slam' when they take on Ireland at Gloucester on the same evening.

The England match kicks off at 7.45pm and will be shown live on Sky Sports 3.


Raiders - Candy League Champions

The Raiders have retained the UBS Wealth Management 2ndXV CANDY League championship and captain Simon Allan was presented with the trophy by Bill Beaumont after the 1stXV match on Saturday 19th April. Click Here to view league.


Honours for Tynedale Youngsters

Two members of Tynedale Colts and QEHS have been selected for the North U18 rugby squad which played in the Divisional championship against the South East, the South West and the Midlands. Philip Scandal (left) and Jonathan Cousin (right) represented the County in a successful campaign against other northern counties before being invited to attend a North assessment day and two development weekends from which the final North squad was selected.

In a warm up match the North comfortably overcame a Newcastle Falcons U19 side, winning 46-5. The North subsequently won all their matches against the three other divisions.

EDF Energy National Trophy

Tynedale have been drawn at home to Manchester (currently on top of National 2) in the 4th round of the EDF Energy National Trophy, to be played on Saturday 12th January 2008.

Tynedale last played Manchester in season 1995-96, the fixture being a North 1 match played at Manchester which Manchester won 22-11. Manchester went on to win promotion that season with a little help from Tynedale's 14-14 home draw with Macclesfield in the last league match of the season.

The last time the clubs met at Tynedale Park was season 1994-95 with Tynedale winning 21-11.

Captains for 2007-2008

Captains for season 2004-2005 have been appointed as follows:-

Coach

Tom Borthwick has agreed to continue for 2007-2008.

Tom Borthwick

Tom played all his rugby for Aspatria and Cumbria as a full back or stand off. In 1990 he secured his level 4 RFU coaching qualification and took over as coach of Aspatria. During the next two seasons Aspatria secured successive promotions into National Level 3.

In 1996 Tom took over as Cumbria coach and in his first season Cumbria defeated Somerset in the final of the County Championship. Between 2002 and 2004 Tom has been assistand England Counties coach and currently carries out various coaching duties on behalf of the English RFU.


Jack Smales in England Counties Squad

Jack Smales was selected for the England Counties squad which took part in the FIRA/AER Festival played in South-West France during early September. Jack 'kept it in the family' as younger brother Hamish had recently returned from an England Counties tour of Russia during which Hamish played in two full matches.

Feast of School Rugby

On Saturday 15th September convoys of coaches converged on Tynedale Park carrying pupils from Merchiston Castle School, Edinburgh and Ampleforth College, York. For the second successive year these two famous schools competed against each other, on neutral territory, at age groups ranging from Under 14 up to 1stXV.

Community Rugby Coach (CRC) Scheme

Peter Telfer continues in his second year as CRC for the district. The post is funded by Tynedale RFC, Tynedale Junior Section and Northumberland Sport and is administered by Leisure Tynedale's Sports Development Team.

In Peter's first year he visited 25 First Schools for Year 4 (children aged 9) and made 26 other visits for Year 5(aged 10) to Year 11(aged 16). In all, 303 sessions were completed involving 5,578 male and 3,866 female young participants.

For the opening match of the County season no fewer than 8 Tynedale players were in the starting line up with 5 others on the bench. Phil Belgian skippered the side.

Will Massey, Hamish Smales, Ben Duncan, Phil Belgian, Ed Holmes, Douglas Jupp, Scott Breerton and Andrew Murray were in the starting team whilst Peter Southern, Keith Dungait, Aaron Charlton, Stuart Johnson and Graham Smith started the opening match on the bench.

Female Rugby Section

The Panthers (under 17) squad trains on Saturday mornings from 10:00am until 11:30am and on Wednesdays from 6.00pm until 8.00pm - newcomers are always welcome.

The Panthers are coached by James Johnson with appearances throughout the season from Jo Wells, Northumberland's girls Rugby Development Officer.

Law Changes

January 1st 2007

From the 1st January 2007, a new set of laws will apply to the scrum at every level of the game. Here are the new laws laid out by the IRB.

1. For the scrum engagement, there will be four calls. First, the referee will call "crouch" and then "touch". This is when each prop has to touch the point of the opposing prop's outside shoulder with their outside arms. The props then withdraw their arms and then referee will call "pause". Following a pause, the referee will say "engage". The engage is not a command but an indication that the front rows may come together when ready.

2. The scrum must be stationary and the middle line of it must be parallel to the goal lines. A team must not shove the scrum away from the mark before the ball is put in. This reinforces law 20.1 (k).

3. The front rows must crouch so that when they meet, each player's head and shoulders are no lower than their hips. This will ensure that both front rows are at a suitable height.

4. There will be a clampdown on crooked feeds from scrum halves.

5. If when asked, sides do not agree that they are informed of and satisfied with the new laws, referees are instructed to go to uncontested scrums - with implications regarding league points - without further discussion.
