There was nothing to separate these sides at the end of their basement battle.
Harrogate raced into an early lead when a Rory McNab break sent Kristan Dobson in.
Then a wild pass on the Tynedale 22 allowed Martin Dodds to go in unopposed, both tries converted by Tom Steene, for a 14-0 lead after 16 minutes.
Tynedale replied with a well-worked try from Cameron Grant which he also converted, before a lineout drive brought a try for Isaac Keller, with Grant's conversion levelling the scores.
Dodds forced his way over from close range for his second to put the visitors back in front on the half-hour, before skipper Oscar Caudle levelled from a forward drive right on half time.
Harrogate opened up a 12-point advantage when Dobson grabbed his second after 43 minutes, before the visitors were awarded a penalty try (which was not off side and certainly should not have been penalty try and a yellow card) for a 33-21 lead.
Poor ball retention saw Tynedale struggle to get a foothold until the last 10 minutes, when replacement Ben Haigh went in under the posts for Grant to convert, before Will Roberts blasted down the right wing to bring things level.
Steene could have won it deep into injury time, but he put a 23-metre penalty wide.
